For each project that received funding as part of the 2008–2009 Regional Grants Scheme, could the Minister detail:
(a) the name of the project;
(b) a brief description of the project;
(c) how much the project was funded for;
(d) whether the funding allocation has been spent;
(e) if the funding allocation has not been spent, what portion has been spent;
(f) whether the project has commenced and, if so, when;
(g) if the project has not commenced, why not;
(h) whether the project has concluded and, if so, when;
(i) if the project has concluded, the total cost of the project;
(j) for projects still ongoing, the cost of the project as at 1 April 2010;
(k) whether all allocated money was spent for the sole purpose of the project;
(l) whether the project changed in any way once funding was allocated and, if so, how;
(m) whether any funded projects have not proceeded or been cancelled after receiving funding; and
(i) if so, which projects did not proceed or were cancelled, and have all funded monies been returned or recovered?

I will be pleased to provide information about the Regional Gants Scheme as part of the Department of Regional Development and Lands' 2009-10 Annual Report, consistent with the requirement of section 10 of the
Royalties for Regions Act 2009
. At this time, the information in the annual report will have been audited by the Auditor General, giving the Member additional assurance about the information provided.
The Member should be assured that the Department of Regional Development and Lands has very robust governance and reporting requirements for all of the funding it administers under Royalties for Regions, including detailed quarterly, but unaudited, reporting from fund recipients.
Indeed, the Auditor General in his Fourth Public Performance Report of 2009 (report 12) commented that 'once fully implemented, the framework should provide appropriate accountability for the funds and ensure that the processes are in place for the communication, implementation, monitoring and evaluation of the program'.
However, as I am sure the Member will appreciate, collating this level of detail across some 322 projects funded under the Royalties for Regions Regional Grants Scheme takes considerable resources by both the Department of Regional Development and Lands and all nine Regional Development Commissions, who are involved in the administration of the Scheme. I do not intend to ask these agencies to undertake this task, in addition to the quarterly reporting that they are already required to do.
However, should the Member have questions about a particular project funded under the Regional Grants Scheme, I would be pleased to provide advice about that project.
