I refer to the Minister's answer to Legislative Council Question C1203, asked on 14 October 2015, specifically the Minister's advice that the contract was 'awarded consistent with Western Power's procurement policy' and ask: (a) what is Western Power's procurement policy; (b) is Western Power's procurement policy publicly available? If not, why not? If so, where; and (c) is there any obligation on Western Power to disclose contracts over a certain value?

(a) Western Power’s procurement policy is a significant document that outlines the principles governing its procurement activities.  This document needs to be read in conjunction with other Western Power policies, including its Code of Conduct and Employment Obligations.
(b) Western Power’s procurement policy is an internal document.  For the benefit of suppliers, Western Power has published a “Statement of Procurement Conduct” on its website which sets out the key business principles Western Power applies in its usual dealings with suppliers. It is available at:

(c) Western Power must comply with the requirements of the Electricity Corporations Act 2005 , which includes a requirement under Section 68 to seek the approval of the Minister for transactions to which that section applies.
