Since the privatisation of Western Australia's regional rail network by the Coalition Government in 2000, responsibility for the maintenance and upgrade of the line used by the Australind rests with the private rail network operator - Westnet Rail - between Mundijong Junction and Picton. The section Mundijong Junction to Armadale is with the Public Transport Authority. The vast majority of traffic on the line used by the Australind south of Armadale is private freight, rather than the Australind passenger service.

$1.17 million was spent by the Public Transport Authority on resleepering in concrete sleepers between Armadale and Mundijong, and a further $437,335 on upgrading of the signalling and level crossing systems.
(2) Since 1 July 2007, $33,917 has been spent by the Public Transport Authority on upgrading the signalling and level crossing systems.
(3) (a) $33,917 (see answer (2) above).
(b) WestNet Rail advises that it is planning to complete resleepering the railway between Pinjarra and Brunswick between September 2008 and July 2009 at a cost of $54 million.
(c) There is no advice of spending on track upgrades in 2009-10.
(4 & 5) The cost of rolling stock for a new Australind train has not been investigated as the feasibility of a new service is currently being examined. This new service would impact on service requirements.
(6 - 8)The Australind has failed twice this year to complete scheduled journeys due on one occasion to a bushfire and on the other occasion due to the derailment of a freight train on the line.
The Australind failed to complete scheduled journeys 6 times in 2007 for the following reasons:
