(1 - 3) In 2003/04, the Western Australian (WA) Department of Health (DOH) expenditure for mental health was $267 million (Source,
National Mental Health Report
). This figure relates to recurrent operational expenditure only. The Government Budget Papers do not identify total expenditure by individual programs.
(4) The WA Mental Health Strategy 2004-2007 allocated government funding $173 million ($93 million recurrent operational and $80 million capital) across five key areas where targeted interventions have the capacity to increase access to mental health services and reduce demand on acute care.
The five key initiatives (KIs) and their recurrent operational budgets are:
o KI 1 - $15.6 million for Mental Health Emergency Services
o KI 2 - $32.7 million for Adult Inpatient Services
o KI 3 - $31.2 million for Community Mental Health Services
o KI 4 - $9.5 million for Supported Community Accommodation
o KI 5 - $4 million for Workforce, Standards and Safety
The Capital projects and their allocated budgets are:
o KI 2 - $33.8 million
o KI 3 - $4.2 million
o KI 4 - $42 million
(5) Between 2004-2007, the total allocation of $173 million was expended ($87 million recurrent operational and $86 million capital).
The following recurrent operational amounts were expended for each of the initiatives:
o KI 1 - $15.1 million
o KI 2 - $29.0 million
o KI 3 - $28.0 million
o KI 4 - $5.7 million
o KI 5 - $9.2 million
The following Capital amounts were expended for each of the initiatives:
o KI 2 - $33.8 million
o KI 3 - $4.2 million
o KI 4 - $48 million
(6 - 7) An additional $334 million was approved by the ERC over the period 2007/08 to 2010/11 for the Mental Health Strategy. The additional $334 million comprises the following:
i. $237.3 million for recurrent operational funding for Phase 1 of the Mental Health Strategy for the period 2007/08 - 2010/11;
ii. $75.3 million for recurrent operational funding for Phase 2 of the Mental Health Strategy for the period 2007/08 - 2010/11.  This funding is for the following KIs:
· KI 2 - $25.6 million
· KI 3 - $21.6 million
· KI 4 - $28.1 million
iii. $21.4 million Capital funding for the Mental Health Strategy  for the period 2007/08 - 2010/11. The Capital projects and their allocated budgets are:
· KI 2 - $21.4 million
(8) All projects include the Department of Treasury and Finance escalation rate for inflation. CPI and wage increases are not able to be disaggregated.
(9) Responses to Questions (5) to (7) include the total allocated and expended budget for the $507 million.
