897. Hon LJILJANNA RAVLICH to the
Attorney General:
I refer to the report in The
West Australian of 11 September 2013 about Allen Keith Huggins being
granted bail and allowed to continue to work as a counsellor after being
charged with multiple sexual offences against children.
(1) Has the
Attorney General discussed this case with the Director of Public Prosecutions;
and, if not, why not?
(2) Will the state seek to have bail revoked in this case;
and, if not, why not?
(3) Is the
Attorney General considering changing the law to prevent similar circumstances
arising in the future; and, if not why not?

I thank the honourable member for some notice of this
question. On behalf of the Attorney General, I provide the following answer —
(1) The
Attorney General has been briefed by the Director of Public Prosecutions in
respect of this case.
(2)–(3)
The Director of Public Prosecutions has asked the consultant state prosecutor
at police prosecuting to conduct a review of the matter. The Attorney General
is advised that the state has no grounds upon which to seek the offender's
bail to be revoked. The Office of the Director of Public Prosecutions is not
aware of the offender having breached the conditions imposed on him over two
months ago.
