FORRESTFIELD–AIRPORT
LINK PROJECT
793. Hon KEN TRAVERS to the
parliamentary secretary representing the Minister for Transport:
I refer to the glossy brochure released yesterday and the
parliamentary secretary's answer to question without notice 757
regarding the costing methodology and unescalated costs of the proposed airport
rail line.
(1) Is the
minister aware that unescalated costs were provided in the published project
definition plans for the new Perth Stadium and the new Perth Stadium transport
plan?
(2) Is the
minister aware that the costing methodology used and an unescalated cost was
released by Treasury in its election costing of the Liberal's airport
rail line?
(3) Will the
minister confirm that the figures referred to in (1) were able to be published
because they never went to cabinet?
(4) If no to
(3), will the minister explain why he now refuses to provide similar
information for the airport rail?
(5) Was the
Australian Institute of Quantity Surveyors WA branch's construction
cost index forecast—CCIF—used for escalating the base cost of
this project?

question.
(1) Yes, the
project definition plans for the stadium and the transport plan included both
escalated and unescalated costs.
(2) Yes, the Department of Treasury's costings
included both escalated and unescalated costs.
(3) No.
(4) The scale
and complexity of the projects are very different, and with market volatility
and cost sensitivity around some elements of the work, it is not appropriate to
publish such details until after tenders are received for the major parts of
the project.
