Services:
I refer to the
Office of the Inspector of Custodial Services report into Greenough Regional
Prison, which identified numerous issues including low staff and prisoner
morale, a lack of access to phones, prisoners going hungry and staffing
shortages.
(1) Noting the inspector's report identified that
many of these issues stem from the lack of strategic planning, can the minister
please advise when the Department of Justice will complete its system-wide
strategic planning framework?
(2) Has the minister been briefed about upgrades
to the prison telephone system, and, if so, can he please provide detail?
(3) Does the minister fully accept responsibility
for the many failings of the corrective services portfolio identified by the
Inspector of Custodial Services?

2025.
(1) The Department of Justice Corrective Services
division has recently finalised the Corrective Services Strategic Plan 2025–2030 .
(2) Yes. As part of the department's long-term
custodial technology strategy, a funding submission was submitted in the 2024–25
midyear review to implement an offender digital services platform across the
estate as part of the modernisation of the end-of-life prisoner telephony
system. Funding was approved to enable the replacement of the end-of-life PTS
across the estate.
(3) The department acknowledges the concerns
raised by the Inspector of Custodial Services.
