(1) Concrete placement and finishing was sub-contracted by the State's design and construct contractor John Holland Pty Ltd (John Holland) as a single package, including formwork, reinforcement fixing and concrete pumping, placement and finishing.
John Holland has advised that the scale of this package precluded the Albany based operators.
John Holland also advised that the concrete sub-contractor will be engaging a local concrete pumping operator to supplement their concrete pump and that the concrete sub-contractor has engaged local sub-contractors and suppliers for cranage, concrete placement and hire equipment.
(2) Concrete pumping was tendered as part of the concrete package described above.
(a) The concrete tender was not advertised; it was issued to a list of companies prequalified by John Holland.
(3) The final number of Albany based sub-contractors that will be engaged on the project is unknown, as procurement of works, goods and services is ongoing. To date, nine Albany based sub-contractors have been engaged by John Holland in respect of the following:
- Bulk earthworks and civil drainage
- Concrete supply
- Surveying
- Site establishment electrical work and information technology
- Security system installation and materials
- Termite protection
- Waste removal
- Site office furniture
- Site office and amenities cleaning
(a) The final value of Albany based sub-contracts is unknown, as procurement of works, goods and services is ongoing. To date the total estimated value of Albany based sub-contracts engaged by John Holland is $3.9 million.
(4) The final number of Albany based suppliers that will be engaged on the project is unknown, as procurement of works, goods and services is ongoing. To date, fifteen Albany based suppliers have been engaged. The total expected expenditure directly by John Holland through local suppliers is anticipated to be:
- General hardware
- Safety equipment
- Office supplies
- Plan printing
- Office photocopiers
- Labour including Aboriginal Heritage monitors
- Accommodation, Car Hire and similar
- Various local suppliers including uniforms, catering and office equipment
(a) The final value of Albany based supply contracts is unknown, as procurement of works, goods and services is ongoing. The total estimated value of Albany based supply contracts from John Holland is $1 million.
(5) Compliance with the Buy Local Policy was one the evaluation criteria for assessment of proposals for design and construction of the Albany Health Campus project. John Holland acknowledges their obligations under the Buy Local Policy to apply the policy to sub-contracts and advises that their sub-contractors are using Albany based sub-contractors and suppliers.
(a) Six contracts associated with the development of the Albany Health Campus project and where Buy Local compliance was assessed in tender evaluation have been awarded by the State, including the design and construct contract awarded to John Holland and five consultancy services contracts. One consultancy services contract has been awarded where Buy Local compliance was not assessed in tender evaluation, due to bids being received from Eastern States based companies.
