I refer to the Reports on Consultants engaged by Government, which are tabled periodically, and I ask:
(a) what is the definition of a consultant for the purposes of these reports;
(b) does this definition include the employment of persons on short-term contracts but who are not members of the public sector, and if not, why not; and
(c) of what value must a consultancy be before it is referred to in the tabled reports?

Department of the Premier and Cabinet advises:
(a) The six-monthly Report on Consultants Engaged by Government is prepared in accordance with the Premier's Circular 2005/08, that states the following:
"For the purpose of this circular, a consultant is considered to be any person engaged on a fee-for-service basis to provide strategic advice for Government to act on."
(b) A consultant is defined as any person engaged on a fee for service basis.
(c) There is no minimum value.
