In relation to the Goldfields Arts Centre including theatre, dance studios; music rehearsal rooms and a temperature controlled art gallery opened by the Hon Norman Moore, I ask:
(a) what is the total annual operating costs of the Centre in each financial year of the Barnett Government;
(b) what is the net deficit for each year;
(c) what is the projected cost and deficit for the current financial year and for the 2012-13 year;
(d) what annual deficit funding is the Government providing for the comparable seating-sized Albany Theatre;
(e) does the Minister still maintain that running the Goldfields Arts Centre is not a core activity of his Government agencies; and
(f) what is the current state of negotiations with the City of Kalgoorlie for the city or another entity to take over the Minister's responsibility for this important Centre?

(a) The Goldfields Arts Centre is under the care and control of Curtin University. The Department of Training and Workforce Development operates the Centre through VTEC, on Curtin's behalf and at Curtin's expense. As such, Curtin is the appropriate entity to provide details on total annual operating costs of the Centre.

I do not have responsibility for the Centre. The Centre is under the care and control of Curtin University. The Department of Training and Workforce Development operates the Centre on Curtin's behalf and at Curtin's cost. The Department has been assisting Curtin in its negotiations with the City of Kalgoorlie-Boulder since February 2011.
At the ordinary Council meeting of the City of Kalgoorlie-Boulder on 26 March 2012, the Council resolved not to take over management or control of the Centre until the outstanding issue of ongoing funding support for its operations is resolved, and a cash backed reserve fund is established by the State.
The City's preferred option is that the Department of Culture and the Arts (DCA) takes over the Centrein line with the manner in which metropolitan facilities are managed. However if the Government provides the funding, the Cityagrees that it will be the recipient of the Centre.
The Citywill not take over management or ownership of the Centre until DCAhas developed and resourced its Cultural Infrastructure Directions strategic policy.
