I refer to the Internet cafe business that has been operating at the Hepburn Heights shopping centre for some time. (1) When did the proponent receive the necessary planning approval from the City of Joondalup as required under the terms of the council’s district planning scheme? (2) What investigations did the council carry out to ensure that the operation of the business would not have a detrimental effect on the amenity of the area and, in particular, on residents living in the immediate environs of the business? (3) What other matters were considered by the council prior to planning approval being granted? (4) What conditions did the council impose on the planning approval, and how often does the council check to ascertain compliance with the conditions?
