I refer to the Premier's announcement on ABC Radio on 16 August 2011 that there should be Liquid National Gas (LNG) transhipments to Australia's east coast, and I ask:
(a) has the Department of State Development or the Department of Premier and Cabinet been requested to develop the proposal further;
(b) has the Premier discussed the proposal with any of the gas producers operating in Western Australia;
(i) if so, with which producer(s) have discussions been held; and
(ii) on what dates where these discussions conducted; and
(c) given that all existing LNG production facilities are currently supplying gas to existing export customers, which LNG producers have capacity to supply an LNG receival point on the east coast; and
(d) what is the expected delivered price of gas for LNG transhipments to an LNG receival point on the east coast?

Department of State Development advises:
(a) No.
(b) No.
(b)(i-ii) Not Applicable.
(c) In the absence of an LNG receival terminal in Australia, LNG production is necessarily destined for overseas markets. Given the size of Australia's known gas reserves and the scale of capacity expansions currently under way or expected, there is ample gas to supply both domestic and overseas demand if market conditions are suitable.
(d) If an LNG receival point is developed on the east coast, then the delivered price of gas for LNG transhipments to the LNG receival point will be determined by market conditions at the time.
