I refer to the State
Development Bill 2025 (SDB) and the claims that it will unlock investment in
major job-creating precincts in Western Australia, noting the failure to
deliver on industrial land at Boodarie in Port Hedland thus far.
(1) How will the SDB improve timelines in clearing
native title?
(2) How will the SDB improve timelines on moving
to freehold title once native title is addressed?
(3) Why has it taken so long to deliver on the
promise of industrial land when the government made announcements about land
availability over two years ago?

(1)–(3) The State Development Bill 2025
will have no impact on the Native Title Act 1993 ,
as it is Commonwealth legislation. No decisions have been made about what areas
will be declared a state development area. Declaration of a state development
area will signal government's intent for the area, including intended land use
and infrastructure provision. This streamlined coordination within government
will improve engagement with native title holders and will also assist the
transfer to freehold title.
