I refer to the provision of electricity supply infrastructure to the Morrell Park Community, Broome and ask: (a) Is Horizon Power aware that Lot 36 does not receive electricity; (b) what is the actual or estimated cost associated with the extension of current infrastructure within the Morrell Park Community to Lot 36; (c) when was the last time Horizon Power considered the extension of power to service Lot 36; and (d) will Horizon Power extend power to this Lot and if not, why not?

(b)
Horizon Power would require an updated Connection Application (for Design Quotation) from the Applicant to provide current designs and costings. This Connection Application is required to provide current details surrounding the load requested, in light of any new developments in the area since their last application in 2010.

The Department of Aboriginal Affairs requests Horizon power to prepare a Design Quotation to provide power to Lot 36.
Project Number KP010621 was created and some preliminary designs and costings were prepared internally. These were not issued to the customer as there were outstanding items we required the customer to provide us with in order for the application to progress.

Horizon Power Broome's Jacinda Crabb emailed Tim Garrett at Department of Indigenous Affairs Broome, seeking clarification on both WA Planning Commission and Road Gazettal approvals.

This request was escalated to James Bartninkaiis of Department of Aboriginal Affairs who responded to Horizon Power's Power Systems Officer, Robert Banks in Broome. Mr Bartninkaiis advised that the WAPC issue had been resolved, but regarding the matter of the Road Gazettal he responded:
"Currently the road where the water pipe runs along is not gazetted. However DIA are currently coordinating the all-weather upgrade and road dedication for this road and others in Morrell Park.... The Aboriginal Lands Trust and the Minister for Indigenous Affairs have all agreed to the all-weather upgrade and dedication of this road. "
This communication showed intent towards Gazettal, but was not proof of Gazettal.
1 February 2010
Robert Banks emailed James Bartninkaiis of DAA advising we could not proceed to Formal Design Quote without:
1. Formal Survey of properties along the road reserve
2. WAPC Clearance Numbers for all lots along the road reserve between the point of connection to Lot 36.
3. Aboriginal Heritage, Title and Vegetation clearances
Time elapsed with no progression on the application due to this issue.
December 2010
Horizon Power's Jodie Lynch of Broome wrote to Tim Garrett of Broome's Department of Indigenous Affairs, advising that there were questions around Road Gazettal that required confirmation in order to proceed.
To date we have not received additional information and the project has since lapsed.
