I refer to Question on Notice No. 3620, and ask: (a) can the Minister explain why the Metropolitan Redevelopment Authority (MRA) has only approved the use of 60 of the 108 constructed on-site car bays when Stage 1 of the Inner City College is completed; (b) what will the remaining 48 on-site car bays be used for in the period before Stage 2 is completed, given the scarcity of car parking in the vicinity; (c) is the Minister aware that other senior high schools such as Mt Lawley, Churchlands and Shenton College, upon completion of current expansion works, have, or will have, sufficient on-site car parking to accommodate all teaching staff with surplus bays for use by other staff and visitors; (d) is the Minister aware that there will be insufficient car bays at the new College to accommodate all teaching staff for both Stage 1 and Stage 11; (e) does the MRA have a policy on the recommended ratio of car bays to teaching staff for senior high schools or is the allocation done on a case by case basis; and (f) can the Minister advise what options the MRA expects those teachers and support staff who are not allocated a car bay will adopt in order to get to and from the new College?

(a) Clause 6.18(2) of the Subiaco Redevelopment Scheme requires a minimum of 1 car bay per 100m 2 NLA (30 car bays) and a maximum of 1 car bay per 50m 2 NLA (60 car bays) for non-residential uses. 60 bays were approved, in accordance with the maximum number permitted for Stage 1 and the approved plans.
(b) A maximum of 60 bays are approved as a part of Stage 1. The remaining area of the basement may be used to support operational requirements to assist with construction of Stage 2 pending the approval of a Construction Management Plan. Thereafter the remaining number of bays required as part of Stage 2 may be provided in this area.
(c)-(d) As a purpose built Inner City College the school has been designed with the Transit Orientated Development and Healthy Active by Design Principles to take advantage of its location and access to other forms of transport including public transport, walking and cycling.
(e) The MRA car parking requirements are set out under Clause 6.18(2) of the Subiaco Redevelopment Scheme.
(f) As part of the approval the MRA included a condition requiring preparation and implementation of a Travel Plan for staff, students and parents that will include strategies and actions to maximise the use of the adjacent public transport and cycle networks.
