I draw the attention of the Leader of the House to past practice in this House whereby proposed amendments to the standing orders have been the subject of extensive consultation with all other parties before being submitted to the House for consideration, and ask why this practice has now changed? Hon KIM CHANCE

I am not sure to which standing order the Leader of the Opposition is referring. Hon N.F. Moore: The one just read out and the previous one. Hon KIM CHANCE: I understood that those proposed standing orders had been the subject of consultation. I am a little surprised that they were not. However, the Leader of the Opposition would be aware that the Leader of the House often acts as a vehicle for motions of this kind. Hon N.F. Moore: The Leader of the House normally convenes committees before the standing orders come to us. Hon KIM CHANCE: I am sure that the proposed standing orders will be subject to a review of that kind. I am not too sure what the problem is.
