1024. Hon LJILJANNA RAVLICH to
the Minister for Education:
Can the minister advise how many transportable classrooms
were established on site at each of the following schools in 2008?
(1) Balcatta Senior High School;
(2) Glendale Primary School;
(3) Osborne Park Primary School;
(4) Takari Primary School;
(5) Tuart College;
(6) Tuart Hill Primary School; and
(7) West Balcatta Primary School?

I thank the honourable member for some notice of this
question.
Just before I answer this question, Hon Ljiljanna Ravlich put in six questions without notice last
Thursday, and I think that is unreasonable, quite frankly. There were six questions
without notice, none of which were asked last Thursday.
Several members interjected.
Hon PETER COLLIER : Two questions required a
considerable amount of time and effort on the part of the department. I am at
pains to not ask members to put questions on notice —
Hon Ljiljanna Ravlich : Y ou just don't want to give
an answer!
Hon PETER COLLIER : Does Hon Ljiljanna Ravlich mind?
Hon Ljiljanna Ravlich : Y es, I do mind.
Hon PETER COLLIER : I h ave the answer!
I am at pains to ask members to put questions on notice; I
very, very, very rarely do it—in fact, never. However, I think it is
unreasonable for a member of the opposition to put six questions without notice
in on the one day, and not even ask one of those questions on that same day.
That said, I will make every effort to give a response whenever possible. I
have answers to all the questions, two of which required additional time.
However, I am giving notice that if we get multiple questions from Hon
Ljiljanna Ravlich on one day, if it does require too much time, I am going to
ask that member to put those questions on notice.
The answer to the question is as follows —
(1)–(3) Nil.
(4) One.
(5)–(6) Nil.
(7) One.

The PRESIDENT : Let me just make a short statement
on that. Our provision of being able to ask questions without notice of which
some notice is given allows any member to ask a question for that day in terms
of a relevant issue, and to give the minister and their department some time—at
least about four hours—to provide some background. It cuts both ways. If
you ask questions, you have to be reasonable; and if you answer questions, you
also have to be reasonable and make a reasonable attempt to try to find those
answers. But the minister makes a point in that it becomes open to question
whether it has been genuinely asked when six questions are put on notice and
none of them were asked that day. It is a provision that is really there to
provide information that day.
