Due to the lack of budget resources allocated to school bus services prior to this Government coming into office, the School Bus Services Branch was under-resourced to provide an efficient and effective transport assistance program. Service delivery was not well coordinated and controlled and tended to be reactive rather than proactive. There was an inability to review services and audit processes to ensure the community was being provided with a service commensurate with its entitlement, but also to ensure the taxpayer was receiving best value for money. There was also no resourcing for policy development and there were system risks with the financial management system. Improved services and efficiencies have already been achieved by improving a range of school bus services, and these improvements have already justified the cost of additional resources. d) While the new and improved organisational structure for the School Bus Services Branch is designed to operate in a mature state, in the short to medium term (ie 6-12 months) there is a requirement to provide additional short term positions in order to conduct route reviews, and to implement the new procedures required as part of the new contract implementation.
