MENTAL
HEALTH ACT
1441. Hon LYNN MacLAREN to the
Minister for Mental Health:
This question was submitted on Tuesday.
(1) When will the new Mental Health Act come into effect?
(2) This
question is now a bit obsolete: what is the launch date for the Mental Health
Commission's 10-year strategic plan?
(3) Has the
Ministerial Council for Suicide Prevention given formal advice after
considering recommendations from Edith Cowan University's evaluation
report of the community action plans—if yes, please table this advice;
or, if no, why not?
(4) When will
the suicide prevention strategy be open for consultation as part of improving
the suicide prevention strategy in this state?

I thank the member for some notice of the question.
(1) I have
previously indicated that the new Mental Health Act will come into force after
an implementation period of approximately 12 months. Among other things, this
implementation period will be used to train mental health staff, educate patients,
families and carers about their new rights, draft regulations and progress
machinery of government changes. A final implementation date is yet to be fixed
but I will endeavour to keep this place updated as to the status of the
implementation program.
(2) The launch
of the ''Western Australian Mental Health, Alcohol and Other Drug
Services Plan 2015–2025'' was on 3 December 2014.
(3) The
Ministerial Council for Suicide Prevention will consider the evaluation
recommendations at its meeting on 4 December 2014. These recommendations will
inform the next multiyear suicide prevention strategy, which is currently being
developed by the Mental Health Commission.
(4) Stakeholder
engagement for the implementation of the new suicide prevention strategy will
be undertaken over the next few months.
