I refer to the
Bunbury/Dalyellup Wate Water Treatment Plant (WWTP) and document 2537 tabled on 19 September 2023, in
particular the Department of Environment and Conservation (DEC) Air Quality Management Branch Technical advice dated 5 July
2011 and DEC South Region’s advice on behalf of DEC’s Air Quality Branch DEC
letter re: PRS32982 dated 7/12/2012, and I ask: (a) has the Water Corporation undertaken an Odour Management Plan as required by DEC: (i) If yes to (a), would you please provide a copy; (ii) If yes to (a), does it form part of the licence
under the Environmental Protection Act ; (iii) If no (ii), why not; and (iv) If no to (a), why not; (b) has the
Water Corporation, as required by DEC, provided DEC a letter which confirms the
commitment by Water Corporation to undertake odour remediation to the
satisfaction of DEC if any unreasonable odours are emitted from the premises: (i) If yes to (b), would you provide a copy of the
letter; (ii) If no to (i), why not; and (iii) If no to (b) why not; (c) If no to
(a), and or (b), would you please provide copy of any final agreement or
correspondence between Water Corporation and DEC that satisfied DEC so in 2013
DEC did not object to the amendment to GBRS 0020/57 proceeding; and (d) if no to (c), why not?

(a) (i. – iv.) No. The Water Corporation is only obliged to prepare an Odour Management Plan and undertake odour remediation to the satisfaction of the regulator if any unreasonable odours are emitted from the premises.
(b) (i. – iii.) The Water Corporation applied for and was granted the appropriate licences and obligations from the then DEC. The licence for the Bunbury Treatment plant is publicly available on the regulator's website.
(c) The licence for the Bunbury Treatment plant is publicly available on the regulator's website.
