With regard to the development of industry on the Burrup -
(1) Was a detailed investigation into appropriate industrial development sites along the Pilbara coast ever performed by any former Government?
(2) If no to (1), why not?
(3) If yes to (1), what was that study and what was its findings?
(4) Has the department ever carried out a dedicated cost investigation into the development of a base case for the Maitland Estate?
(5) Has there ever been a formal comparison of the economic, social or environmental costs of Maitland and Burrup Industrial Estates carried out?

(3) Detailed investigations into appropriate industrial development sites along the Pilbara coast were carried out under former governments in 1972 (The Pilbara Concept) and 1974 (The Pilbara Study). The findings of the latter study are contained in a 450-page report with 12 volumes of appendices containing supporting material. More recent studies have provided additional data on some of the earlier concepts. In particular, in the early 1990’s and following the Government’s endorsement of Pilbara 21 a Final Strategy report , the concepts for additional industrial land on the Burrup Peninsula, West Intercourse Island/Maitland Estate, Boodarie near Port Hedland and Cape Lambert were investigated. (4) A number of desktop studies have been carried out associated with infrastructure costs on the Maitland Estate. (5) Environmental, social and economic factors have been studied for both the Burrup and Maitland industrial areas. Community consultation was a feature of the studies in the early 1990’s with community liaison committees set up in Karratha and Port Hedland for Maitland and Boodarie respectively, and the Burrup Peninsula Management Advisory Board for the Burrup. Community meetings, shopping centre displays and briefings to Council were mechanisms used to exchange information on industrial land concepts. To the Minister's knowledge, no formal comparison was made between Burrup and Maitland. (6) The likely reason for this is that successive Governments since the early 1970’s have supported industrial development on both the Burrup and adjacent areas, including West Intercourse Island (earmarked for development in the early 1970’s) and latterly the Maitland Estate. (7) The degree of accuracy of cost estimates for infrastructure generally relates to the level of design detail carried out, and knowledge of applicable construction costs. For infrastructure on the Burrup, cost estimates were firstly based on concept design and latterly on detailed design. Actual or final costs cannot be determined until construction is completed.
