Before I ask my question, I acknowledge the presence of
students in the public gallery from Aveley Primary School, in the member for
Swan Hills' electorate, and also the principal, Mr Rod Simeons.
The government has often mentioned tackling the issue of
congestion in the city. Can the minister please provide an update on the
government's congestion strategy and whether it is working?

The government has often mentioned tackling the issue of
congestion in the city. Can the minister please provide an update on the
government's congestion strategy and whether it is working?

I would like to thank the member for that question. It is
really interesting. Often in this chamber we have talked about the growth and
transformation of this city. Over 2.7 million vehicles are now registered in
Western Australia—a growth of 400 000 since 2009. We are talking about
a 17 per cent increase in the number of registered vehicles. Since 2009, the
travel times on major routes into the CBD have decreased. People have talked
about a congestion crisis in this state, but travel times on the major routes
into the CBD have dropped by as much as 13 per cent. The opposition would have
the public think that the only solution to congestion is heavy rail, but this
government's multi-pronged approach to tackling congestion and the
growth of our city is delivering for the people of Western Australia and for
the people of Perth.
I would like to share with members in this chamber some of
the outcomes. I will talk specifically about travel times from Orelia to Perth
via Kwinana Freeway and Mounts Bay Road. I am holding up a chart that shows the
travel times. The travel time into the CBD from Wanneroo has dropped from 47 minutes
to 44 minutes. This is just one example of what we are starting to see in this
city. We talk about congestion, but I can tell members that this government is
delivering great outcomes for the people of Western Australia.
I would also like to share with members what is happening in
the other major routes. Travelling time from Baldivis to Perth via Kwinana
Freeway and Mounts Bay Road has reduced from 69 minutes in 2009 to 61 minutes
in 2013–14. Travel time from Orelia to Perth has dropped from 61
minutes to 53 minutes. Travel time has increased on one route, and I will admit
to this. Travel time from Kalamunda to the city has increased by two minutes,
but this government is doing something about it—we are delivering a
railway line out to Forrestfield—because we do not take a single approach
to solving the travel issues of this state and this city. We are doing a
fantastic job.
We talked about the infrastructure, and we are building
better roads and better public transport, but that is not the only thing we are
doing. We are actually delivering smarter roads and smarter public transport.

would just like to take this time to share with members the number of
initiatives that we are taking. We have talked about the clearways and removing
illegally parked cars in clearways, and we are seeing that approach free up
people's time. We have talked about merger traffic, and I will announce
some results for that initiative; I already know they are fantastic.

talk about traffic light sequencing. There are 50 initiatives—they are
all little one-per-centers, but they will have a major impact across the city.
