(1) What is estimated to be the price of a return adult rail fare from Mandurah to Perth on the proposed Mandurah-Perth rail system? (2) How much will a return adult fare from Rockingham to Perth cost? Hon KEN TRAVERS
AnswerView source ↗
I thank the member for some notice of this question. (1)-(2) The fare for journeys on the southern suburbs rail line will equate to the appropriate fare on the Transperth zonal fare structure. Passengers on the express bus service from Mandurah, route 867, currently pay an eight-zone fare from Mandurah to Perth. A standard adult cash fare is currently $8 and allows for travel within a three-hour period. Currently, a concession cash fare costs $3.10 and also allows three hours travel. Regular commuters have the option of prepurchasing either 10-trip or 40-trip MultiRider tickets, which attract a discount of 15 and 25 per cent respectively against the normal cash fare. A 40-ticket MultiRider would reduce the standard fare to $6 for three hours travel and the concession fare would be reduced to $2.32. The current standard adult fare from Rockingham to Perth is $5.50 for a five-zone cash fare and $2.10 for an equivalent concession cash fare. A 40-ticket MultiRider would reduce the standard fare to $3.12 for three hours travel and the concession fare would be reduced to $1.57. It is important to note that Perth’s public transport fares are very competitive nationally and internationally. Although the public transport fare systems vary between Australian cities, Perth’s fare structure represents good value for money when the level of service and the length of travel obtainable for the price is taken into account; for example, when assessed on a per kilometre travelled basis. By international standards, Perth’s transport fares are excellent value for money. Hon Norman Moore: The people in Derby agree with you. The PRESIDENT: Order, the parliamentary secretary will not be distracted. Hon KEN TRAVERS: For example, with regard to the distance and location, the Mandurah to Perth service could be contrasted with the link from London to Basingstoke, which is approximately 70 kilometres. A single fare on that service, with no provisions for transfer time, costs the equivalent of $32. As an indication of the actual cost of running a motor vehicle for a comparable journey, it is notable that, in the 2002-03 financial year, the Australian Taxation Office allowed tax deductions for car expenses using the cents per kilometre method at the rate of 50c per kilometre for cars with a 1.6 litre engine or less and up to 61c per kilometre for larger engines. The deductible cost of a 74-kilometre business trip by car from Mandurah to Perth is therefore at least $37, and the deductable cost of a 47-kilometre trip from Rockingham to Perth is at least $23.50. Those figures do not include daily parking costs. The southern suburbs railway will not only offer a service that will be significantly cheaper than the cost of a motor vehicle, but also it will be generally at least 20 minutes quicker. It is a fast, direct route.
