consultation has the proponent for the Roe Highway stage 8 extension held with
Noongar representatives and local Aboriginal groups?
(2) What are
the reasons for the listing of Bibra and North Lakes on the interim national
estate of the Australian Heritage Council?
(3) Does the
Roe 8 proposal require the consent of the Minister for Aboriginal Affairs under
section 18 of the Aboriginal Heritage Act 1972?
(4) What
unique sites exist on the land considered in this proposal?
(5) How will
the minister ensure that Aboriginal heritage is respected at each site?

(1) As part of
the approvals process under section 18, Main Roads Western Australia reported
that consultation occurred with an extensive number of Aboriginal people.
(2) The
Register of the National Estate, which was closed in 2007, was maintained by
the Australian government. The state government is unable to comment.
(3) Yes.
(4) There are
two registered sites to which section 5 of the Aboriginal Heritage Act 1972
applies to the section 18 land—DIA 3709, North Lake and Bibra Lake; and
DIA 4107, Bibra Lake North.
(5) I will
consider the recommendation of the Aboriginal Cultural Material Committee
shortly and make a decision under the provisions of section 18 of the AHA.
