(1) Has a consultant
to undertake a review of the taxi user subsidy scheme—TUSS—been
appointed; and, if so, who has been appointed?
(2) If no to (1), when will the
consultant be appointed?
(3) What are the terms of reference
for the review?
(4) When is the review expected to
be completed?
(5) How will people with a disability
be consulted in the review process?

I thank the honourable member for
some notice of the question. Is this question to the Minister for Transport?
Hon Alanna Clohesy : To the Parliamentary Secretary to the Minister
for Transport.
Hon PETER COLLIER : I apologise. I did say yesterday that the
Premier would be representing the Minister for Transport but in fact he is not.
However, I do have some responses to questions to the Minister for Transport
until the new Minister for Transport is signed off by the Premier and
appointed. I also have some answers from yesterday as well, Mr President.
Perhaps I can give them at the end of —
The PRESIDENT : If you have the answer to this particular
question, can you provide that now?
Hon PETER COLLIER : Yes, I can.
The PRESIDENT : Perhaps at the end of question time you
can provide all the others.
Hon PETER COLLIER : I will just have to find out which ones
were asked. I am sorry about that confusion. I do apologise. We have tried hard
and, as I said yesterday, I was not happy that we did not get those responses
in, but we have them now. Is this question 1090?
Hon Alanna Clohesy : Correct.
Hon PETER COLLIER : I thank the honourable member for some
notice of the question and I have a response. How about that?
Hon Alanna Clohesy : Thank you. I am very excited. I cannot
wait to hear it.
Hon Sally Talbot : Is the minister stalling for time?
Hon PETER COLLIER : No. We always get plenty of time for
question time.
(1) No.
(2) The successful tenderer is
expected to be appointed in October 2016.
(3) The terms of
reference are outlined in the request-for-tender document. The successful
tenderer will identify issues affecting the current scheme, areas to enhance
the scheme and recommended options to incorporate reform to on-demand transport
while also considering the impact of the National Disability Insurance Scheme.
(4) The review is
expected to be completed by 30 March 2017 once the Department of Transport
receives the successful tenderer's final report.
(5) The
successful tenderer will consult directly with members of the taxi user subsidy
scheme, in addition to other disability stakeholders such as disability groups,
on-demand transport providers, and government agency staff in the transport and
disability portfolios.
