expansion —
Ms M.M. Quirk interjected.
The SPEAKER : Welcome back,
member for Girrawheen. I call you to order for the first time.
Ms S.E. Winton : It's
wrong. You should be out doorknocking.
The SPEAKER : Member for
Wanneroo, keep going and you will be out doorknocking. I call you to order for
the first time.
Mr S.K. L'ESTRANGE :
I will start again.
Mr Z.R.F. Kirkup interjected.
The SPEAKER : Member for Dawesville, you can go
doorknocking, too.
Several members interjected.
The SPEAKER : Members! You
have had your fun. Start the question again.
Mr S.K. L'ESTRANGE :
Given the minister made an election commitment in 2017 of $167 million to fund
the Joondalup Health Campus expansion, and given the Premier said in March 2018
that the Morrison government's 2018 allocation of $158 million was
separate from the WA Labor commitment, why has the minister not included his
$167 million commitment in any of his budgets since he was elected?

It is pleasing that after years of
campaigning by us to make sure that WA gets its fair share of WA health care,
the commonwealth government should make a contribution to one of our important
pieces of hospital infrastructure, making sure that Joondalup hospital can meet
the needs of the people in the northern suburbs into the future. It was
pleasing to see the commonwealth government, and, of course the Shorten Labor
opposition, commit to contributing towards that overdue development. It is not
before time. As we know in terms of the GST debate, WA has for a long time now
not received its fair share of Canberra dollars, particularly in relation to
health care. So, from that point of view, it is good that the commonwealth
government recognises the importance of our election commitment to make sure
that we have a proper redevelopment of Joondalup Health Campus. In the
meantime, we are getting on with the job of ensuing that we understand the
project needs of that hospital and the project definition, and that we meet our
election commitment. We are still on course, with early works to begin in March
2020, but we still have to understand the full nature of the project and the
full details of the costings. We are working very closely with Ramsay Health
Care to make sure that that we can get this project on track in a smooth period
of time.
It is not surprising that a representative
of the federal Liberals is standing up and trying to crab walk from this
commitment. As members know, we cannot trust the federal Liberals, and we
cannot trust —

The SPEAKER : Members!
Mr D.C. Nalder interjected.
The SPEAKER : Member for
Bateman! I was on my feet. I call you to order for the first time.
Mr
R.H. COOK : Once again, we see
these desperate Liberal tactics, as they try to walk away from these
commitments.
Ms L. Mettam interjected.
The SPEAKER : Member for
Vasse!
Mr
R.H. COOK : We know that we cannot
trust the Liberals, and we can trust the Liberal politicians from Canberra even less. We will continue to work on this project, to meet our election
commitment, but, most importantly, to put the patients in the northern suburbs
first.
