In reference to the ministerial statement of 5 November 2009 indicating that the State Government has submitted a further round of proposals to Infrastructure Australia:
(a) will the Premier provide full detail of the work proposed for the Port Hedland Inner Harbour;
(b) specifically, what particular enhancements will be constructed with this proposed funding;
(c) what will be the nature of the increased capacity developed;
(d) which existing projects will benefit from this expenditure;
(e) which new projects will benefit from this expenditure;
(f) will the Premier supply full details of the scope of work proposed for the channel widening and dredging of Port Hedland Inner Harbour;
(g) what works will be included in a $1 billion enhancement;
(h) what works will be excluded if only $500 million of work is undertaken; and
(i) how much of the funding allocation for this work, of between $500 million to $1 billion, will be met by private users; and
(i) which users will contribute;
(ii) how much will each contribute; and
(iii) over what period of time will that private user contribution be obtained?

Department of State Development advises:
The ministerial statement referenced was dated 18 November 2009 and referred to the Infrastructure Australia submission of 5 November 2009.
(a-i) The Government has submitted a proposal targeted at improvements to the main channel as an essential component of common user infrastructure for the whole of the Port Hedland Port.
Other significant infrastructure projects, which are not part of the Government's submission, relating to the Inner Harbour are either planned or underway.
The State proposal is limited to deepening and widening of the channel as maximising capacity in the inner harbour requires the channel operation to be optimised. The existing channel is 40 km long and very narrow which constrains the throughput and number of ships that are able to be accommodated in the Inner Harbour.
Deepening of the channel will allow:
- larger and deeper draught ships to use the harbour;
- more tidally constrained ships to leave the harbour on each tide; and
- more ships to sail fully loaded.
The intention is for all projects, whether new or existing, to benefit from this optimisation.
Work is currently being undertaken to fully scope the work, which will include quantification of costs. This work will be carried out in consultation with Infrastructure Australia and will include analysis of user pays options.
It is understood that Infrastructure Australia has also received private submissions related work on the Inner Harbour. While the Government has been briefed on both it would be inappropriate to release this detail.
