FLORENCE HUMMERSTON BUILDING — LEASE
70. Ms M.M. QUIRK to the
Minister for Planning:
I refer to information previously supplied to the house by
the minister concerning negotiations to buy out the lessee of the Florence
Hummerston building. On the last occasion, the minister indicated that an
interim payment of $5 million had been provided and that negotiations would
conclude in late 2013. Have negotiations now finally concluded; and, if not,
why not?

I must say that I find the interest
of the member for Girrawheen on this issue quite fascinating. I am not saying
that it is in any way improper at all, but it is quite fascinating given that
she is not actually responsible for Planning in the opposition.

buildings that your government has not knocked down!

J.H.D. DAY : It is the heritage aspect. In no way am I being critical, Mr Speaker,
but I now have a better understanding of the member's interest.
To the best of my knowledge,
negotiations have not yet concluded. I am looking at the notes that I have
here. A final valuation of the lessee's business was completed in 2013.
A settlement offer was made to the lessee, Wang Nominees, last December. The
settlement offer was rejected. However, it accepted the amount offered as an
advance payment, being $2.245 million, which brings total payments to date to
$7.24 million, but negotiations are continuing. If necessary, it will be taken
to the Supreme Court. It may be that proceedings have already commenced in the
Supreme Court for a resolution to the issue, which is the usual process when
agreement cannot be reached.
In relation to the heritage aspect of the building, the
member may be aware, but if not I will remind her, that the building will in
fact be reconstructed on the island as part of the Elizabeth Quay development.
It will be put to very good use in the precinct; not in exactly the same
location as it was before it was deconstructed—it will be used for a
cafe. A children's playground will be located nearby and it will be, I
am sure, at least as well used, and probably much better used, than was the
case before, in a very good environment. It will be used by many local
residents of Perth and visitors to Western Australia.
