ELLENBROOK BUS RAPID TRANSIT SYSTEM —
BENEFIT–COST RATIO
571. Ms R. SAFFIOTI to the Minister for
Transport:
I refer to the minister's
claim yesterday that the airport rail line, costing $2.2 billion, with an
estimated 20 000 boardings a day, has a very strong benefit–cost ratio
of 1 to 5. Given that the Ellenbrook bus rapid transit was costed at only $115 million
and was estimated to have 6 000 boardings a day, what was the BCR for the
Ellenbrook bus link that the minister has cancelled?
Several members interjected.
The
SPEAKER : Members! I call the Premier to order for the second time.

AnswerView source ↗

This amazes me. This project is
fantastic. There are not many public transport solutions —
Point of Order
Ms R. SAFFIOTI : Mr Speaker, my
question was specifically about the Ellenbrook BRT. What was the BCR for the
Ellenbrook BRT?
Mr D.C. NALDER : It was in
relation to the Forrestfield–Airport Link.
Ms
R. SAFFIOTI : It is obvious he cannot answer the question. What was the BCR
for the Ellenbrook BRT?
Mr A. KRSTICEVIC : The member for
Willagee is also very noisy from the member for Maylands chair as well.
Several members interjected.
The SPEAKER : Members! Thank you,
member for Carine. I have heard the question and I want members to give the
minister a chance to get into the answer and please address the question that
was asked by the member for West Swan.
Questions without Notice Resumed
Mr D.C. NALDER :
The Forrestfield–Airport Link is a sensational project and we should
all be excited about it. It has a positive BCR. It is important that one of the
primary drivers of the BCR is patronage. Patronage of the Forrestfield–Airport
Link is expected to be two and a half to three times that at Ellenbrook. From a
priority and strategic perspective of the growth of this state, we have
determined it to be a priority. We have not progressed the planning any further
for Ellenbrook, so I cannot provide detail on the BCR for Ellenbrook. I can
talk about the government delivering fantastic outcomes for the people of
Western Australia by our public transport solutions.
