For each department, agency or trading enterprise for which the Minister is responsible: (a) what is the volume of debts written off for: (i) 2015/16; (ii) 2016/17; and (iii) 2017/18; (b) how many debtors had debts written off for each of the above financial years; and (c) please provide the names of all debtors with an ABN that had debts written off, and the value of those debts for each entity?

The Western Australia Police Force advise:
(a)
(i) $770,885.00
(ii) $6,766,774.00 including $6.6M in impoundment debts
(iii) $142,754.00
The significant variance between (i) (ii) and (iii) is primarily due to debt write offs relating to ‘Impounded Vehicles’. Historically the write off of impoundment debts have been:
2012/13: $4.5M
2013/14: $1.8M
2014/15: $0.8M
2015/16: $0.6M
2016/17: $6.6M
2017/18: $0.095M
The cost of impoundment varies, and typically it is between $1000 and $2000. Where impoundment costs are not paid by the alleged offender or vehicle owner, the vehicle will be disposed of – sold for scrap or auctioned.

Background on significant sums reported on debtors with an ABN:
PA & DM Quadrino ($10,785)
The WA Police Force provided a traffic escort for the transport of heavy mining equipment. The debtor had been paying for these services over several years but did not pay for traffic escort services performed in November 2012. The debt was referred to the debt collector, however no funds were received. The debtor went into receivership and was deregistered on 21 August 2016.
Howard Machinery Hire (2015/2016 - $35,386) & (2016/2017 - $9,333)
The WA Police Force provided a traffic escort for the transport of heavy mining equipment. The debtor (who was based in NSW) had been paying for these services over several years but did not pay for traffic escort services performed in September 2012. An arrangement was made with the company to make monthly payments of $3,000.00 until full payment was received. The WA Police Force received one payment only and after repeated calls and emails requesting further payments with the company no further payments were forthcoming. The debt was referred to the debt collector, however no funds were received. The company was deregistered on the 14 September, 2016.
Langford Aboriginal Sporting Club ($17,600)
A grant was provided in 2009 to run a summer basketball competition. A financial acquittal and evaluation report were due in February 2010. This was followed up without success, and eventually the debtor could not be contacted. The debt was referred to the agency debt collector however no funds could be recovered.
Halo Leadership Development Agency ($25,000)
A grant was provided in 2014. An acquittal of the grant was not received, and the debtor was followed up for repayment of the grant. The debt was referred to the debt collector. It was eventually established the association was liquidated in June 2015.
