I refer to advice sought and obtained by the City of Fremantle from Main Roads Western Australia about 1998-99 comparing the merits of the Fremantle eastern bypass with an alternative route of High Street-Leach Highway-Stock Road. (1) Did that advice confirm that without the bypass, High Street would have to be widened to six lanes? Yes or no will do.
