Will the Minister for Employment and Training advise - (a) whether the Strategic Funding Programmes described in the plan are outside the mandate of the BCITF; (b) if these programmes duplicate the role of the BCITC; and (c) why the Minister has approved the Operational Plan when the board has stated that it is not the role of the board to fund the functions of an ITC? a) I refer the Hon Member to sections 7 & 8 of the Building and Construction Industry Training Fund and Levy Collection Act. The Board's programmes detailed in the Operational Plan for 2000/2001 are clearly directed towards achieving the purpose of those sections of the Act and are, more generally, directed towards the overall objects of the legislation. b) The BCIT Board's programmes do not duplicate the role of the BCITC which has been granted limited status as an industry training advisory body recognised for the provision of "core services" as defined by the State Training Board. c) My approval of the Operational plan for the BCITF relates directly to the legislation under which the Fund operates.
(b) if these programmes duplicate the role of the BCITC; and (c) why the Minister has approved the Operational Plan when the board has stated that it is not the role of the board to fund the functions of an ITC?
(c) why the Minister has approved the Operational Plan when the board has stated that it is not the role of the board to fund the functions of an ITC?
