In relation to all agencies, departments and trading enterprises within the Minister’s portfolio of responsibilities, could the Minister advise: (a) do any of these agencies, departments or trading enterprises maintain a register of gifts or benefits offered to employees but not accepted; (b) if yes to (a), which specific agencies, departments or trading enterprises maintain such a registry; (c) if yes to (a), how long has the register been maintained; (d) if yes to (a), what is the dollar amount at which employees must register an offered gift or benefit; and (e) if yes to (a), through what means or mechanism do employees register a gift or benefit offered to them but not accepted?

(a) Yes.
(b) Department of Sport and Recreation.
(c) 2008.
(d) All officers who receive an offer of gifts or benefits are required to make a written declaration on the departmental gift declaration form.  Divisional directors have delegation to approve gifts up to $100. The Director General approves gifts over $100.
(e) When an offer of a gift or benefit is received, the officer concerned must complete the official departmental Gifts Declaration pro-forma and pass it to their divisional director for approval for gifts up to $100 in value. For gifts over $100, the divisional director endorses or rejects the offer and sends the declaration form to the Director General for approval or rejection.
The declaration is then sent to the Manager Administrative Services for entry on the departmental Gifts Register.

(e) It is provided to Human Resources Division, as per our code of conduct policy, who records the gift in the register and a letter is sent to the supplier explaining our policy regarding gifts. At the end of the year all gifts that are received are raffled off, which is open to all staff, and the proceeds from the raffle are donated to Princess Margaret Children's Hospital. Reminders are also sent out to all staff throughout the year reminding them to disclose any gifts/benefits received.
