WASTE LEVY — EAST ROCKINGHAM AND KWINANA
604. Hon Dr BRAD PETTITT to the parliamentary secretary representing the
Minister for Environment:
I refer to the East Rockingham
waste-to-energy plant due to be delivered in 2023 and the Kwinana
waste-to-energy plant that is expected in 2025. I also refer to the government's
recent media announcement on 26 May 2023 about increasing the landfill waste
levy.
(1) Will there be a waste levy on
waste that goes to either the East Rockingham or Kwinana facilities?
(2) If yes to (1), what will be the
levy at each facility?
(3) If no to (1),
how does this align with the waste hierarchy and the state government's
goal to have all local governments transition to food organics and garden
organics by 2025?

some notice of the question. On behalf of the Minister for Environment I provide
the following answer.
(1) No decision
has been made to impose a waste levy on waste disposed to waste-to-energy
facilities. The waste levy only applies to waste disposed to landfill in the
Perth metropolitan region and to waste from that region disposed to landfill
anywhere in the state.
(2) Not applicable.
(3) Energy
recovery from waste will play a critical role in Western Australia's
future waste management system, as energy recovery will be the preferred
disposal option for genuinely residual waste that would otherwise be sent to
landfill. Residual waste is the waste that remains after the application of
source separation processes, such as food organics and garden organics, and
recycling systems.
