on 27 July 2010, in relation to the Productivity Places Program, where in response to the question of keeping Registered Training Organisations (RTOs) informed of funding, you acknowledged that, ‘there is sufficient disquiet there to warrant a further look at it’, and I ask -
(1) What action have you taken to ensure that RTOs are informed about the timing of calls for funding under this program, so that they are not financially disadvantaged?
(2) Will this action ensure that those seeking training, can be given some indication of when that training is likely to commence?

(1) I reviewed the Director General's proposed strategies to ensure that RTOs are aware of the proposed advertising timelines.
In accordance with standard procurement practice it was agreed that all future training tenders including the Productivity Place Program would be advertised on the Tenders WA website including the publication of Early Tenders Advice.
Currently contracted RTO's have been advised via email that Department of Training and Workforce Development training tenders will be advertised on the Tenders WA website and that they are required to register to receive notifications of all Department tenders including notification of Early Tenders Advice.
A link has been published on the Department's website to the Tenders WA website. This link includes an information page that identifies proposed advertising schedules for training procurements and specific communication updates as tenders are progressed.
An Early Tender Advice for the 2011 Productivity Places Program has been placed on the Tenders WA website.
(2) Yes. The Early Tender Advice will give a general indication of when training under the 2011 Productivity Places Program may commence.
It is the responsibility of successful RTOs to advise potential students of commencement dates.
