I refer to the Cape Leveque Road which runs from east of Broome to the One Arm Point Community, and ask -
(1) Does the Department have a cost estimate for sealing the entire road?
(2) If so, how much is the estimate?
(3) Is it the Government’s intention to seal the entire road?
(4) If no to (3), what is the Government’s intention?
(5) For each of the last three financial years, how much has been budgeted for -
(a) maintenance; and
(b) upgrading and/or sealing?
(6) How much was spent on maintenance of the road in the 2002-03 financial year by the Shire of Broome?
(7) Which areas are intended to be sealed or upgraded first?
(8) If yes to (3), when is this work predicted to -
(a) commence; and
(b) be concluded?
(9) Did the Department at one stage have an agreement to first seal the northern section of the road subsequent to the sealing of the airstrip at Lombardina?
(10) If yes to (9), why did this not eventuate?
(11) If no to (9), is the Minister aware of any understanding linking the sealing of the airstrip with the upgrading of the northern section of the road?
(12) Does the Minister consider there are any liability issues arising from the extremely poor state of some sections of this road and the large volume of local and tourist traffic in the area?
(13) Will the Minister commit to retaining any available funds set aside for the upgrading of this road until such time as the work can be completed?
(14) Have delays in sealing or upgrading the road caused any increases in the total cost of the road since it was budgeted for, and if so, by how much has the cost increased?
(15) If yes to (14), will the Government commit to increasing funding by the appropriate amount?
(16) If no to (15), why not?
(17) What was the cause of any of these delays, if any?
