(1) - (2) As at 30 June 2000, the Department of Commerce and Trade has contracts or other arrangements which require the payment of tax payers funds against departmental financial assistance schemes/programs for the following years: (a) 2001/2002 Scitech Discovery Centre Support Agreement $2,600,000 WA Innovation Support Scheme $170,000 Centres of Excellence Support Scheme $3,872,000 Science and Technology Policy - Implementation Grant Initiatives $25,000 Industry Development Incentives (amount dependent on interest rates) $201,867 Regional Development Grants Schemes $155,000 WA Telecentres - Development and Support Schemes $700,000 (b) 2002/2003 Scitech Discovery Centre Support Agreement $2,650,000 Centres of Excellence Support Scheme $1,725,000 Industry Development Incentives (amount dependent on interest rates) $201,867 (c) 2003/2004 Centres of Excellence Support Scheme $166,000 Regional Development Grants Schemes $15,000 For each of the schemes listed below, the amount that will be spent in future years is unknown. Export Market Support Scheme Industry Sector Association - Executive Officer Support Program Aboriginal Enterprise Development Grant Schemes Online WA Grant Initiatives The Regional Headworks Development Scheme commits to payment of assistance approved under the Scheme through a formal agreement between the applicant and the Minister for Commerce and Trade. The funds are generally expended within six months of signing the agreement. Funds are expended by way of reimbursement to the recipient or by direct payment to a service provider. The timing of payment is dependent on when the service is provided. It is unknown if any of the current contractual arrangements will involve payment in 2001/2002, 2002/2003 or 2003/2004. Within Industry Development Incentives and the Regional Headworks Development Scheme, there may be loans that have already been approved by the department and issued to companies. In the future years stipulated, some of these loans will convert from loans to grants, subject to recipients meeting milestones as established in the original loan agreement. These loans do not involve any additional commitment of funds in 2001/2002, 2002/2003 or 20003/2004 and are not included in this response.
