Leader of the House representing the Premier:
(1) Has the
Premier recently received more than 700 postcards asking the Premier to ''Rethink
the Perth Freight Link''?
(2) Does the Premier agree that more freight should be placed
on rail?
(3) If yes to
(1), how will the Premier respond to these stakeholders who are voicing their
concerns that the Perth Freight Link is not the most appropriate solution to
traffic congestion and that there was not adequate community consultation?

I thank the honourable member for some notice of this question.
(1) Yes.
(2) The need
to utilise rail to shift freight from trucks to trains is acknowledged, and the
rail share of container trade being moved out of Fremantle port has now
increased to 14 per cent from just two per cent in 2002. However, 70 per cent
of total container movements in the metropolitan area are not suited to rail
and, as such, strategic investment in the road network is necessary to address
Perth's transport needs. The Perth Freight Link project is critical to
addressing freight and traffic issues in the south west metropolitan region.
(3) This $1.6
billion project will result in improved safety for all road users, reduced
traffic congestion, fewer trucks on urban roads, lower emissions, reduced noise
and significant freight industry productivity improvements. Engagement with the
community and stakeholders, including direct contact and community information
days, began in 2009 and will continue through the development and delivery of
this project.
