4) Data for financial years 2009-10, 2010-11 and 2011-12 recorded as at June. Data as at 1 May is recorded as at the end of the previous month (April).
5) Headcount:
Head count may often be higher than FTE as staff employed part time only occupy a portion of a full FTE.
