I thank the honourable member for
some notice of the question. I provide the following answer on behalf of the
Attorney General.
These
new laws will commence operation before the end of the year. This time was
selected to allow the WA Police Force and the Department of Justice
sufficient opportunity to draft new regulations, recruit and train additional
staff, develop IT infrastructure to ensure information sharing between
agencies, and update operational manuals to include the management of the new
cohort of offenders. This implementation work is critical to ensuring that all
eligible offenders are identified prior to their court or parole hearing and
the new mandatory GPS tracking requirement is imposed. It is also critical to
ensuring that early contact with victims occurs immediately after arrest so
that exclusion zones are imposed with input from the victim. This is a time-critical
task as offenders can be arrested and brought before the court on the same day,
sometimes within hours of arrest. The systems must be in place to support
victims and ensure that their voices are heard.
