I ask a supplementary question. The first part of the question I asked was: do all ministers support this particular proposal? The second part of the question was: was the decision made by Cabinet? I understand that Cabinet decisions are confidential. I am still asking the Leader of the House whether all ministers support the proposal. Hon KIM CHANCE

However the question is framed and reframed, it goes directly to a deliberation of the Cabinet. I repeat that I do not intend to disclose matters concerning deliberations of the Cabinet.
