Regarding the press release on 20 October 2006 establishing a North-West Corridor Co-ordinating Committee (NWCCC), I ask -
(1) Have the terms of reference (TOR) of the Committee been established?
(2) If yes to (1), will the Minister table them?
(3) If yes to (1), does the TOR include social and environmental sustainability?
(4) If no to (3), why not?
(5) What is the proposed composition of the NWCCC?
(6) If Members of Parliament are to be on the NWCCC, how will they be selected?
(7) How many community representatives will be on the NWCCC?
(8) How will community members be selected?
(9) Will the minutes and decisions of the NWCCC meetings be publicly available?
(10) If no to (9), why not?

(3) & (4) The terms of reference include social, economic and environmental sustainability. (5) & (6) See '1' above. (7) & (8) The functions of the NWCCC are principally concerned with co-ordinating government actions relevant to urban and economic development within the corridor, such issues are highly technical and knowledge of the committee's deliberations is likely to have the potential to provide commercial advantage. In these circumstances it is not appropriate to include community representation on the NWCCC. However, this government is strongly committed to community involvement in the processes of government and therefore the terms of reference require the NWCCC to ensure that relevant local governments are involved and consulted. In addition the committee is to be supported by a technical advisory group, as outlined in the terms of reference, and this group has the ability to increase its membership to include 'Other Stakeholders' as required. Finally, one of the principal outputs of the committee will be a review of the North-West Corridor Structure Plan, and this document will no doubt be subject to the usual Western Australian Planning Commission processes for such documents, including a lengthy period of public consultation, public hearings and so on. (9) & (10) This is a matter for the NWCCC to determine, but it is unlikely that the minutes will be publicly available for the reasons given at '7' above.
