I refer to question on notice number 3230 of 14 March 2006 and the recent visit to Denmark by the Chief Executive Officer (CEO) of Country Health for closed meetings with the Shire councillors -
(1) Is it correct that the choice of site for the new Denmark health facility is still subject to resolution of the appeals to the Appeals Convenor and the amendment of the Town Planning Scheme?
(2) Does the community have the right to change the site choice through these processes?
(3) Should the community take into consideration the money spent by the Department on site-specific planning when deciding what is the best site?
(4) If yes to (2), how does the community obtain a full comparison of the costings for the alternative sites?
(5) If no to (2), why did the CEO of Country Health complain to the Denmark Shire councillors about money the Department had spent ‘at risk’?

On 27 June 2006 the Shire Council approved the rezoning application regarding the Community Park site and this has been forwarded to the Minister for Planning and Infrastructure for endorsement. (2) The Denmark Shire Council, representing the community has chosen the Community Park site for the new health service facilities and it has re-affirmed its decision on numerous occasions since it was originally taken in 2004. The State Government supports the council's decision. (3) Not applicable. (4) Not applicable. (5) The Chief Executive Officer (CEO) of the WA Country Health Service met with the Denmark Shire Council on 17 February 2006 and did not complain to the council about the money allocated to the redevelopment but did state that the only funded hospital replacement project is the one planned for the Community Park site and that it could not be assumed this funded project would be "transferable" to another site. The CEO also stated that any move from the agreed Community Park site to an alternative site would require a new Business Case to be developed and would necessitate a new round of Ministerial/Expenditure Review Committee approvals and a new budget allocation. The State Government is committed to providing a "state of the art" health and aged care facility at Denmark and has allocated $18 million towards this facility to be completed in late 2008.
