GOVERNMENT WAGES POLICY
Given the Treasurer’s announcement that the wages policy will not commence until 1 July 2009, and that agreements falling due prior to this date will be quarantined — (1) which public sector agreements will expire prior to 1 July 2009; (2) which public sector agreements expire after 1 July 2009; (3) on what dates will the government commence negotiations for each of these public sector agreements; and (4) have any arrangements been made with any sector in order to avoid the application of the new government wages policy on their agreements due post 1 July 2009? Hon BARRY HOUSE

I thank the member for some notice of this question. Before I answer the question I should clarify that the new policy stipulates that the government will determine the application of the policy to agreements expiring prior to 1 July 2009. (1) The only agreement expiring between now and 1 July 2009 is the WA Police agreement. (2) This depends on the term of each agreement. Ultimately all agreements will expire within a three-year period. The first groups to expire include education assistants, gardeners, cleaners, trades and outside workers and Main Roads employees. (3) The dates negotiations commence will depend on the terms of the agreements in place. It is common practice for formal negotiations to commence at least six months prior to the expiry of an agreement. (4) No.
