I refer to the death of Julieka Ivanna Dhu in custody at South Hedland
on 4 August 2014 and the answer to question without notice 901.
(1) Can the minister identify on what date,
time and at what location a coroner's brochure titled ''When a Person
Dies Suddenly'' was served personally by WA Police on the deceased's
father?
(2) If yes to (1), was information in
relation to section 20(1)(a)–(f) of the Coroners Act 1996 contained in
that document explained to the deceased's father?
(3) If no to (2), why not?
(4) Why did the police not provide a coroner's
brochure titled ''When a Person Dies Suddenly'' to Julieka Ivanna
Dhu's de facto partner, Dion Ruffin, her next of kin?

question.
(1) Yes. WA Police mortuary admission form
P98 indicates that the coroner's brochure was served personally on the
deceased's father, Robert Allan Dhu, at 1.50 pm on 4 August 2014 by
officers from Port Hedland Police Station.
(2) Yes.
(3) Not applicable.
(4) At the time of death, the attending
police deemed that her father, Robert Allan Dhu, was the appropriate person in
the circumstances to be identified as her senior next of kin pursuant to the
provisions of section 37(5) of the Coroners Act 1996. At that time, police were
aware that he was a direct relative and had an established relationship with
her in that capacity.
