I thank the member for Pilbara for
the question because he would have an intimate awareness of the challenge of
when groups of Aboriginal people in particular move from some of the more
remote parts of the state into the bigger centres to seek access to services
and a range of facilities. He was involved with some recent decisions with this
government to sort out facilities that are dedicated to deal with that need. Absolutely,
in Broome, calls have been made for some time—including a grievance
raised by the member for Kimberley in this house to the Minister for Housing at
the time—about the issue of looking for safe and affordable accommodation
for those who want to move into Broome to access services. That may be to take
care of some business, to see a doctor, or for other cultural activities.
Back in 2010, a decision was taken
to build a facility in Broome, but unfortunately, a decision could not be
reconciled to work out where the facility would go. As a product of that, it
was deemed appropriate to build a facility in Derby. That was opened by the
Minister for Housing at the time, who is sitting next to me. Both that facility
and the facility in Kalgoorlie that were opened for short-stay accommodation
have been tremendously successful. I ask anyone in this house who visits Derby
to go and see the Derby facility and how it is run. It is absolutely
outstanding. We now have $21 million of royalties for regions funds on the
table to support a short-stay facility in Broome, which has been called for
some time, and rightly so. The good news is that, after extensive consultation,
we have reached a decision about the site. It will be located on the corner of
Pembroke Road and Dickson Drive. I am pleased about that location. Of course,
the master planning is now underway and architects have been engaged to work
with the community to design that facility. Construction is due to start in the
second half of this year and due to be completed by the first half of 2018. We
are expecting the facility to have accommodation for somewhere between 80 and
100 people. It will offer a range of accommodation from single units, doubles,
and family units as well as ablution and laundry facilities, and all the
support infrastructure that such a facility has. Quite rightly, it will be drug
and alcohol free, as are the other two facilities around the state. There will
be a maximum stay of 28 days, but, of course, it is typically between two and
seven days. With what has happened before with other investments that this
government has made and with the support of royalties for regions, I am sure
that we will land a really good outcome for Broome and answer that community's
calls to address the needs of people who finish up sleeping rough by making
something that is both safe and affordable.
