The establishment of Racing and Wagering Western Australia (RWWA) is designed to occur in two stages. Those provisions relating to RWWA’s role as racing industry controlling authority were implemented on 1 August 2003. When the RWWA Board has determined its structures and systems relating to its racing obligations, the provisions relating to its gambling function (off-course TAB betting) will be proclaimed to come into effect. As explained in the second reading speech when introducing the RWWA legislative package to the Legislative Council on 9 May 2003, the flexible commencement provisions are needed to ensure that the continuity of wagering and racing operations is not compromised.
