I refer to cycling in Western Australia, and ask: (a) how many cyclists were issued with an infringement notice for running a red light or jumping a stop sign for each of the years 2013, 2014, 2015, 2016, 2017 and as of 1 October 2018; (b) how many cyclists were issued with an infringement notice for speeding for each of the years 2013, 2014, 2015, 2016, 2017 and as of 1 October 2018; (c) how many cyclists were issued with an infringement notice for riding under the influence of drugs or alcohol for each of the years 2013, 2014, 2015, 2016, 2017 and as of 1 October 2018; and (d) how many cyclists were issued with an infringement notice for not wearing a helmet for each of the years 2013, 2014, 2015, 2016, 2017 and as of 1 October 2018?

The Western Australian Police Force advise:
(a) 97, 102, 82, 93, 84, 87 (1 January 2018 to 1 October 2018 inclusive).
(b) 0.
(c) 10, 6, 4, 6, 3, 1 (1 January 2018 to 1 October 2018 inclusive).
(d) 1,028, 699, 452, 460, 692, 526 (1 January 2018 to 1 October 2018 incusive).
Statistics are provisional and subject to revision.
Red light and stop sign/line offences include offences against the Road Traffic Code 2000 s40 (1), 40(2), 43, 50(2), 51(2), 61(2), 62(3), 101(1) and 102(2). Speed offences include offences against the Road Traffic Code 2000 s11. Ride reckless or intoxicated offences include offences against the Road Traffic Code 2000 s229. There is no mechanism under Section 229, “Proper control of bicycles”, to separate ride a bicycle while under the influence of alcohol, drugs or alcohol and drugs, from ride recklessly or without due care and attention. All infringements for this offence have been included. Helmet offences include offences against the Road Traffic Code 2000 s222 (2)(a), 222 (2)(b), 223A, and 223(1).
