In relation to the 2011
Local Government Postal Elections: Election Report
published by the Electoral Commissioner, and his advice that the low participation rates raise questions such as the legitimacy of an elected council and the extent to which a council represents all demographic sectors of a community, I ask:
(a) is the Minister aware that the Robson report on metropolitan councils also raises this issue and recommends compulsory voting in local government elections;
(b) will the Minister now commit to supporting compulsory voting for local government; and
(c) when will amendments to enact compulsory voting be introduced and, if they will not be enacted, why not?
