I refer to the Liberal Government’s election commitment to increase funding for palliative care from $14 million to $34 million over the next four years, and ask: (a) was $19.5 million of this announced in the 2013-2014 State Budget to continue existing programs under the Palliative Services Project Support Fund; (b) where is the remaining $10.5 million shortfall in increase funding for palliative care in regional areas (there is only $4 million in the budget allocated for palliative care in regional Western Australia over the next four years; (c) which regional areas will receive increased palliative care services; and (d) can the Minister itemise the specific improvements that each of those regional areas will receive (for example, increased full-time-equivalents etc.)?

(a) The Palliative Service Project Support Fund was a four year commitment to funding to improve palliative care services in Western Australia from 2008/09 to 2012/13.
The $19.5 million announced in the 2013/14 State Budget is a new commitment to these services, which is inclusive of $4 million sourced from the Government's Royalties for Regions Program.
The programs to receive funding will include the Rural Palliative Care Program; the Statewide Paediatric Palliative Care Services; the Palliative Care Network' s workforce; the Continuum for End of Life Framework and the Liverpool Care Pathway programs; and the North Metropolitan Area Health Team based at Bethesda Hospital.
(b) $10.22 million has been allocated for palliative care in regional Western Australia.
(c) Funding will strengthen the existing Rural Palliative Care Program across all seven (7) regions of the WA Country Health Service.
(d) Funding under the Rural Palliative Care Program will result in a total of 16.3FTE positions, as detailed below, to strengthen all country regions. The funding includes provision for accommodation allowances in the Pilbara, Kimberley and the Goldfields and vehicles for palliative care use in all regions.
